Kitteh's Cities!
Foreword: Hey folks! Kitteh/Muffin here, obviously. Heh >.>
I typed up most of this a while ago on a Yoogames server when someone asked me what a good city set up looks like. I've revised it today though (Feb. 9th 2012) to include some more tips I've learned. Well... Obviously I am not the MOST skilled Caesary gamer, but I've used this set up for several months now and it normally never fails me.
Be prepared for a long read and a lot of detail, but hopefully you'll gain some good info out of it and perhaps you'll improve your own game play! ;D

Strategy Behind My Setup:[/size]
First off I wanna explain the thought behind my strategy before you go and use any of my advice, if you do
I don't ever really plan on moving until much later in the game, when I can send all my troops to one town, load it with several hundred mil res, and just random move around the map lol. So this is a set up for what I call a "stronghold" and you WILL be transporting like crazy. If you don't like that, then don't do this ;P
(Note: For later in the game when you have millions of res that you need to trans between cities, refer to This Guide)
The stuff I show you has been altered from when I first started the server, and will be different later on too... it's all an adapting process etc.
Anyway >.>...I have three MAIN types of cities, but use a combo of them when I need it.
1. War City (troop builder)
2. Sest city (resource/troop holder)
3. Research city (builds/holds troops as well)
P.S. - YES I have gold in teh screenies. I don't drop gold every two seconds -.- just letting you know.

War City:[/size][/color]
This is my most developed official "war cities" on B54
Pony City
Hast/Sagi City
About 10-12 cottages, one of everything, with the temple set to Minerva, and the rest war buildings. I love more stables than anything else personally, because ponies are quick, and very powerful in large numbers. Thus the 8 stables. But I use plenty of Hasti and Sagi for higher level marauds with the Loyal Sword, so I have a handful of those constantly building them. Onagers are good for colonization and defense, but I don't use them that often so I don't have as many Workshops (none in this specific city). I basically never build ballistas. I acquire mine from the free troop packs.
As for tax, it started out as 50% but I lowered it as I needed more idle population for my crop jobs (which is the ONLY job focus of this town, and I seized lakes to boost that ONE focus... best strat I found ^^). Remember to leave enough tax for your heroes' salaries. Notice mine is slightly negative, but it's alright because I have enough sest to pay for the heroes there. MAKE SURE YOU DO AS WELL!!! Heroes DO flee if you can't pay for them, including your consul and heroes with gear (Hint: They DO eventually come back, usually 3-7 days after you fix the riots and get sesterces again)I end up leaving this one around 10% in most cases.
As for the actual troop building... I set them in increments, for example in these 8 stables I have 200 x 3 equite builds intermitted by 1k scout builds in each stable. Each queue is full of 200 equ, 200 equ, 200 equ, 1k scout, 200 equ etc. You get the idea. This gives me ponies all day long to slowly replace ones I lose during marauding . I always do things in small increments. Also, you can use your WSC reward books to speed up your troop builds like that. In fact, if you don't need the troops soon, I suggest you set bigger builds (like 500 ponies as an example), fill up your queues, then use a book for a massive time reduction. Many players use this strategy.
Please take note though, that you will CONSTANTLY need to transport sest and resources to a city like this. So it is a good idea to place this city in the middle of your resource cities, if and when you can. (This specific server I just put a crap loadof troops in the city, and I maraud for all my resources from player cities as well as the surrounding wilds. I port around the map constantly, as it is independent). Also, when you set troops in queue, your population drops drastically (goes back up in a couple hours, no worries - You gain a bit every 6 mins or so) which means food/sest production drops temporarily. Obviously make sure you have enough to last until it goes back up.
Another tip for a city like this, use your highest POT hero as the consul here. Consuls in this city type gain exp very quickly, so you'll soon have a great hero to lead your marauds from this city with.

Sest City:[/size][/color]
Most developed Sest City on B54:
I always leave the tax at 50%. Always. Usually when it goes below 50%, you're not getting the most sest for the population in your city. And when you go below 20 allegiance (80% tax or more) then your city can riot and you lose sest and resources. The higher level of consul (set to Sway obviously), the more of a sest bonus you'll get out of this type of city. I recommend you use a hero that you have already leveled up quite a bit, as he won't gain much exp in this type of city.
My temple is set to Juno to give me the extra population boost. Oh, and you don't actually NEED a Plaza/Amphitheatre, or an Academy at all. Nor do you need an outpost, or any military buildings unless you want to make scouts in this city. I just use the extra space for my cottages . The only reason I have an amphitheatre and plaza is so I can seize wilds. Also, I've found myself using this city as a dummy launcher for Axis. I've got about 60 heroes here with 5/5/5 hasti 5/5/5 sagi, ready to add to Axis hits. That way I can send several Axis hits from multiple cities and still add dummies to each.
These cities are FANTASTIC resource producers because of all the population you get from the cottages. I focused this one on stone (ish my 3rd city, 2nd city is iron focus, 1st is crops... you'll see later), but really you can focus it on anything and be well off.
Another strategy you can use to gain extra sest is called Tax Juggling. Link Here. Only do this when your city can handle drastic ups and downs in population change, and you have a few hours handy.
Some people use this city as a crop producer early on, so they can transform it into what I call a troop holder. You can store troops here from your other cities so the crop drain isn't as bad on your other cities. Plus, if you focus this type of city ALL on crops, it'll eventually be able to hold the most troops of all your cities. But scroll down to Misc Cities for a better explanation .
Sest city

This is the standard build for my first city (will be deconstructing 3 stables and one barracks as soon as I get 10 cities):
My first city I just throw everything in when it starts, mainly so I can get a well rounded city to support the others when I first start. I started off with 50% tax, but lowered it as my crops jobs started to increase (production doesn't increase when idle pop gets to 0! So gotta lower taxes to boost production), but just enough to where it still produces decent sest for heroes. Both temples are Juno for extra population. Setting them up like this helps me get along during the first week of the game without too much trouble.
This city focused on lumber at first, and partially crops to hold my troops. (Imma change that to 100% crops later when I build another sest citiy that has lumber focus! Then I won't need the lumber jobs here). I seized mostly lakes and a couple forests, but will eventually only have all lakes.
Point of a research city is to have all the buildings, basically. Researches require certain levels of buildings, so having one city with them all can speed up the research process. I threw in extra military buildings just because I like the extra troop production capability in the beginning xD but only do that if you can afford it.
I added two warehouses at first simply because I enjoy having the extra space in case, oh, I have to go offline for a day. And, if I'm marauded, more is protected (though you SHOULD hide your res in your market before you sleep if you're worried about being marauded, or throw up a cease fire). I demolished the extra one later due to needing the extra cottage space more than extra storage space.
A city like this really, really helps in the beginning which is why I do it this way. Sest is needed, thus the cottages. Troops are needed, thus the extra military buildings. Remember you can always demolish buildings later if you find you needed a war city instead, or more cottages for more production/sest... etc. You get it!
Note: In my first city, I had as many military buildings as shown in my second. I used them to queue HUGE amounts of troops for Instant Builds. But when they took away the Instant Troop building a few months ago, I demolished the extra ones here for more cottage spaces, and also switched to 100% crop production. So, it's nice to start with more military buildings but in the end, you'll want to choose whether to make your cities full pop based, or full war based. I chose pop for this one.

When I get those first ones established (those were my first 3 cities by the way) I usually build cities for what I need.

My 5th city is what I call a troop holder. It's like a sest city with an academy, amphitheatre, and plaza that WILL stay. Right now the tax is 50% but the more crop jobs I build, the less the tax will be... eventually probably being around 5% (gives the MAX crop production, while still paying for the hero retainer). This city has epic potential it can hold SO many troops once you seize 10 lvl 10 lakes, it's ridiculous lol.
Imma use this city for my "joy rider" later on in the game xD since it can hold the most troops and such. For now though, it's just producing a nice flow of crops which is nice. Don't have to maraud so darn much lol.

My 6th city is another war city much like my 4th city, producing crops. 7th city is an upcoming war/troop building city, and 8th is another ses city with lumber focus. 9th will be another sest city, 10th will be a war city.
