Generally, when you make a new city you'll want to choose what "type" of city you want to create. This is just a VERY brief layout of 3 types I use.
~*~Research/Resource City~*~ - 1st city Typically you'll want one of everything in this city, with the rest being cottages (extra stables help!). Set Juno as the deity worshiped. Tax should be around 30% UNLESS you have no idle population. Then lower it by 5% so you have some idle.
~*~Sesterces/Resource City~*~ - 2nd city This baby is loaded with cottages. Make sure you have a market, a temple, a university, and a warehouse. nothing else is needed here, but some folks like to diversify it a little (sometimes I add a plaza and an amph if I want to send troops). Tax should always be set at 50% (usually)
~*~Troop Building City~*~ - 3rd city This city type typically has only about 10-12 cottages at max city expansion. You'll need a temple (Minerva), an academy, plaza, amph, but market/university are optional. Then rest is stables, barracks, or workshops.
